Meet the Team

Paul Qualls, Senior project manager/owner

Paul has proudly served and defended his country in the U.S. Navy as an Aircraft Electrician, working as a troubleshooter and Quality Assurance inspector in an Active Duty Squadron in the P3-C Orion Aircraft.  The name TRE Construction and Management Inc. was formed and named after Paul’s three grandchildren (Tyler, Rex and now Elliott).


Mike Egusa, Project Manager

Mike Egusa has been involved in construction and property maintenance for over 15 years, as well as owning his own remodeling business. He was the project manager of a sustainable environmental educational center in the rainforest of Belize, Central America. In addition, Mike has been a pastor, and is currently finishing his master’s degree. He is married, and has 2 adult children in addition to 3 cats, 2 chickens and 1 dog. They’ve lived in Newark for 29 years. Mike is also a lifelong Warriors fan – go Warriors!

Scott Garecht, PROJECT MANAGER

Scott Garecht has been involved in the construction industry for 30 years in both commercial and residential fields as well as owning his own cabinet shop.

He has 2 adult children (lack of a better term) lives in the East Bay and has a dog, cat and a boa constrictor. Scott is an avid 49er fan. (woe is me)

OLIVIA DEGRACIA, OFFICE MANAGER

Olivia has been serving as the Office Manager for TRE since October 2014, and has seen firsthand the rapid growth of the company. Prior to working at TRE, she worked as a bookkeeper for a plumbing company in the multi-family housing industry. She is a wife and mother of 4 young children. Olivia also serves as one of the children's ministry directors at her church. outside of work, Olivia enjoys trips to the beach with her family.

TOM BERGESEN, PROJECT MANAGER

Tom was the co-owner of the successful company, ProSiding, one of the largest siding companies in northern California. Looking for a different kind of challenge, he started with TRE in the summer of 2015. With his experience, he has grown with the company and is responsible for several major projects in the north and east bay region.

STEVE ARSENAULT, PROJECT MANAGER

Steve is a Northern Californian, born and raised, and is an avowed Dodger hater and an avid Giants fan. He earned a BS in Genetics at the University of California, Davis and accidentally spent the next 20 years in the environmental/health & safety field. Always having an interest in building and creating things, Steve followed his passions into the landscaping and construction fields, and has spent the last 5 years as a project manager in the construction industry with an emphasis in multi-family interior renovations. When not at work Steve enjoys playing hockey, golf, softball, and spending time cooking, gardening and DIYing with his lovely wife Kathy and his awesome dogs Cooper and Brodie at their home in Sonoma.

Teri Romero, Assistant OFfice manager

Teri is married with three adult children and four grandchildren. She has worked at TRE Construction since May 2015 as an Office Assistant, and considers it a privilege to work for Paul Qualls. She especially appreciates how he treats his employees like family. Prior to working for TRE she was the director of a children's ministry. She brings to TRE Construction over 15 years of leadership , long term planning & organizational skills, and looks forward to seeing the company grow .

Teri’s passions outside of work are : running , hiking , biking and most importantly spending time with family. Go Steelers ! Go Giants !
